Malaysia MDA Product Classification Letter: New 5-Year Validity from October 2026

The Malaysia Product Classification Letter has a new validity framework, introduced by the Medical Device Authority (MDA) with effect from 1 October 2026.

The most important change is straightforward: newly issued Product Classification Letters are now valid for five years from the date of issuance.

The update also affects existing letters, including those issued under the previous two-year framework. Manufacturers and local regulatory partners should therefore check the date and status of any classification letters they currently rely on in Malaysia.

What changed from October 2026?

A Product Classification Letter confirms whether a product falls within the medical device regulatory framework under Malaysia’s Medical Device Act 2012 (Act 737). It does not determine a medical device’s risk class.

It is particularly relevant where a product sits near the boundary between medical devices and other regulated categories, or where formal confirmation from MDA is useful before proceeding with registration.

Under the previous framework, Product Classification Letters issued after May 2025 were generally assigned a validity period of up to two years. MDA’s September 2026 update replaces that arrangement. For letters issued from 1 October 2026, the validity period is now five years.

How is an existing Malaysia Product Classification Letter affected?

The transition depends on when the existing letter was issued.

Existing Product Classification LetterCurrent Treatment
New letter issued from 1 October 2026Valid for 5 years from issuance
Letter previously issued with 2-year validityValidity extended to 3 years from the original issuance date
Existing letter older than 5 yearsOne-year transition period available to submit a renewal application
Letter requiring changes to product informationNew classification application may be required

Manufacturers should not assume an older classification letter remains usable indefinitely simply because the product itself has not changed.

Renewal is only appropriate when the product remains unchanged

A renewal is intended to continue an existing classification determination, not to reassess a materially different product.

Where the product, intended use, product description or manufacturer information has changed, the existing classification decision may no longer represent the product being placed on the Malaysian market. In that situation, a new Product Classification application may be more appropriate than a renewal.

A manufacturer that has changed its product range, added models or revised the intended use should check the correct application route before treating renewal as an administrative exercise.

PCAS is now the main application route

MDA has moved Product Classification applications to its online Product Classification Application System (PCAS). The earlier Google Form route was discontinued as part of the transition to a fully online process in 2026. New and renewal applications are now managed through the dedicated classification system.

For manufacturers, this means Malaysia medical device classification should be treated as a maintained regulatory record rather than a one-time letter kept indefinitely in the technical file.

Why the five-year validity matters

The longer validity period reduces the frequency of renewal for products whose regulatory status remains stable. At the same time, introducing a defined expiry date makes document control more important.

Companies managing multiple products should know which classification letters they hold, when each letter was issued and whether the information used for the original determination still reflects the current product.

This is especially relevant for borderline products, combination products and portfolios that have changed over time. A classification letter that no longer matches the current product can create problems later when the manufacturer proceeds with conformity assessment or MDA registration.

What manufacturers should do now

Manufacturers with products already supported by an MDA Product Classification Letter should first review the issue date and validity status of each letter, then confirm whether the product information remains unchanged.

If it does, renewal may be available where required. If the intended use, product description, manufacturer or scope has changed, the correct approach should be assessed before relying on the existing letter.

For new products, the five-year validity provides a clearer planning horizon for Malaysia market entry.
